Fuel tank

Sorry if I'm bringing up something old, did a search but didn't find anything concrete. What's up with the capacity versus fuel tap position. I put in 8lt of fuel before it would flow properly out the tap, when I drained it via the reserve position only about 5.5lt came out. Am I doing something wrong, surely Suzuki wouldn't have done something so stupid. (I don't know what the fuel consumption is but I'm guessing that's worth about 50-60Km? of never to be used fuel?)
