It is upright... Should it be all the way over or is upright correct?.

Right for what? When the slot is facing vertically the fuel is on. Either way sideways is off.

Easiest way to check is just to blow through the line and see which is which.

Edit: I was perplexed by this on my bike as well when I took it off. Basically, either way horizontal is off. When the slot is in the vertical position it's on. Double check by blowing through the tubes.
