question about 2nd air filter

What does the 2nd air filter coming off of the T between the carbs do? Can it be removed? the foam in mine has dry rotted 23 bucks for a new one. Sorry if this is a stupid question but I have noticed in pics of bikes with the K&N filters that I don't see it laying there on by the carbs. #71 on the carb schematic on bikebandit.com.

Nothing. It's the vent for the carburetors and the filter is just...there. The older models just had a regular piece of hose running down to the right side of the bike with all the other ones.
