Carb air screw

So a few weeks ago I re-jetted  my carbs as it was really lean. All is well now and the things runs like awesome.

The only thing that is bugging me is that is that I pulled the brass caps to get to the air mix screws. Left carb was out 2 turns but when I went to close the right one, it seemed frozen. So I turned it the other way ant it turned. Turned it back to try to close it and again it stopped at the original spot. So my question is has anyone ever seen one of the air screws closed from the factory? I'm starting to think maybe this is why the guy sold it to me so cheap as it had no power when I bought it.

either someone forgot to screw the air screw back out, or the washer/oring is jammed up where the needle should be. Try taking it all the way out and making sure the parts are all in order.
