There was a mix of people couldn't ride and bad drivers in cars. Scooters are ridden way more casually than bikes I think, so you get folks who have no business on two (or four) wheels riding them sans helmets or other gear. There's at least enough awareness of the dangers from motorcycle riders that it keeps the forums filled with ATGATT arguments...
