As it is a state issue and not anational one, the title process varies from state to state. Simply contact your local licensing office or DMV for information. I bet you can look it up on-line for your state, then contact them for any details or questions you have.

There are differences in: Lost title, no title, unknown owner (basically no title here in WA), "I know the owner but they lost the papers", clean title and salvage title. Each can have different requirements.
