Front Wobble

So I swapped out my stock springs to progressives and put 15w oil in them a while back...and I didn't really check to see if the oil height was equal. I found that when I take my hands off the bars, the front end starts wiggling back and forth really quickly, with the amplitude of the wiggle increasing with time. If i do it for more than 2 seconds i feel like the bike would loose all stability and throw me off. Now I'm not trying any fancy tricks or anything, just something I noticed that concerned me. Think this is from an uneven fork oil level? Thoughts? Opinions?

I think uneven oil levels would cause you to have two unbalanced air springs in the forks.  A head wobble would occur when the system is trying to reach equilibrium. I am not an expert but it sounds like it would cause a wobble to me.

Remove the forks and check the oil level with spring and spacer removed and fork fully compressed. You can make a tool easily with a siphon pump or tube taped to a scale and a stop at the oil level you want. Rest the tool in the compressed fork and remove oil until you get to the desired level.
