please help battery not charging

Hi All can anyone please help my gs will not charge when any of the lights are on i have put a meter on the battery and it goes up to around 13v with no lights on but drops to 12v even with just the side light on.

Go through the charging system checks posted by Kerry in the GS500 FAQs section.

My initial guess is that your regulator is dead.
