Well, I have a bunch of that aluminum stock with the exact same hole drilled into it. My pieces are longer. They are aluminum file cabinet lock bars. Looks like you cut a piece and made a tool from it. I used a piece to make a spoke wrench that looks almost like your pic. But your notched ends are to large for spokes. Am I close?

It is a semi custom whittled tool - I did buy it, some time ago.. the hole isnt really the useful part.

I do have an IC remover, but no, not this tool.

A lead bender. Used mostly for resistors so leads are the correct spacing for PB board assembly. Good for any axial component: diodes, some capacitors....

It is indeed - not used much these days since everything seems to be surface mount
