I see 2 terminals (most probably a + & -), a needle gauge and a (turn)handle.

I'm going to guess that this a type of hand generator/dynamo.

I can't say what it is used for exactly.

I'm still trying to understand how/why it works ... An old guy told me what it was

I had a quick look through my electrical engineering books from yonks ago.
I'm going to have another go...

It could be an old insulation resistance tester, I do miss a third connection for the guard terminal though.
(Maybe the older types didn't have these?)

Yes it didn't have a third terminal ..you are correct!!

I thought Dynamo then hoped it was a dynamite exploder thingy...can't think of the name..
