Ooooooook..... one of them bomb stabilizer thingies. . Don't know correct name..  but sits in nose or tail section of unit. . Possibly also has fuse function by the look of the big corroded tube bit. ...

Watchers guess made me think.... there's gunge on the thing that looks like dirty corrosion stuff. .. marine environment type gunge maybe. .. towed weight/bomb- for deep fishing or some kinda sonar test......?

Ok I know that's two guesses in one. .. but a towed marine weight?

The bomb/weight bit is mostly crudded..  while the fins are fairly fresh.. so replaceable parts... caustic/saline environment possibly... 
The fins look definitely to be stabilising in function.... whether in air or maybe contained in a cylinder. ...hmmm. .  Heavy looking weight. ..

A thingy to drop down vertical bore lines/pipes to break up a blockage/test for straightness?

It's not a volcano tester (I want one of those!), but your guess about it not being in contact with fire is not strictly correct, if that helps...
Not replaceable parts, just different materials.
The 'fins' are indeed stabilizing in nature.
Ok, hints time:
1) It's not any sort of test equipment
2) It's meant to be one-use, disposable I guess you could say
3) Aluminum corrodes rather quickly under certain conditions, stainless does not

Anyone else wanna take a stab?

Aluminum corrodes quickly in acidic environments...  Or even just open air if its not treated at all.

You said mortar was a close guess, it can't be a sabot can it?  Nah, thatd have a lot better construction...
