Cali emissions carb question

Can I just cap off the vents to the bowls on my '93 Cali emissions bike? I got a new non-Ca emissions tank and don't have the vapor line anymore

If you cap it off fuel will not flow.  Leave them both open to atmosphere, and terminate them somewhere out of the wind.  Preferably behind the airbox (if you have one), or behind the battery box.
