Tank bra help please

I need some tank bra help.  Is this missing parts?  I'm not quite sure how this thing attaches!  It has four patches of hard velcro, and only 2 pieces of the soft/fuzzy sided velcro (pictured on the left side), with a plastic tube inside.

The removeable bits with the tubes slot between the frame and tank.  You might only need two for the front set of velcro pads.  The back half of it might be held in place by the seat.  But perhaps the other two were lost?

cut the velcro with the tube in half (Along the tube).  Attach those pieces to the tank, and throw out the tubes, then curl those 2 hard tabs under the rear of the tank.

I have instructions for installing a tank bra in my bag right now. i can pdf them to you. it is a pita.

I'm not sure what's in cozy's PDF, but I know that the method I tried the first time around was UNsatisfactory.  The second time around I decided to mount industrial strength Velcro directly on the tank, and only where it would actually do some good.

I keep meaning to write up a How-To, but it hasn't happened yet.  In the meantime, here is a static pic of the result on the '96 I used to own:

Velcro?  what for?  Mine just came with 6 hooks attached to it.

I just scanned the instructions that came with mine, it isn't the same model but i felt the steps anyway could possibly help. Mine had bendable tabs that slipped between the tank, gasket and frame along with hooks and velcro. Those tabs pictured looked like they would do the same thing.
