Remove front fender without removing wheel?

Is it possible to remove and replace the front fender without removing the wheel or is it a waste of time and I should just pull the wheel anyway..

I put mine on with out taking off wheel. I used small bolts that i could use a screwdriver on (a long one). screwdriver had a magnet on end, so put screw on and carefully went up under the fender. Then i put lock-tight on it and the nut. worked like a charm and lot more easy then taking wheel off.

Edit: So if you have one of those long screwdriver that takes sockets on the end u should be able to get it off ( i'm not sure what stock bolts hold it on, i had to buy some for mine.)

I reach up with a socket extender. Often a stiff but flexible one helps.
Once off. I put on a metal plate with 4 tapped holes and glue or tape to the inside of the fender.
In the future, I don't need to get under the fender or take the wheel off.
Getting it off is east. Trying to get it back on is the hard part. Hence the reason for my metal plate.

I found a basic wrench of the proper size with the box opening on one side and the circular 12 point other side is easiest. I've done it twice already... Still a pain in the ass but it is faster

so you used a stiff flexible driver to give the fender a reacharound Eh?, im sorry my friend  ill be a good boy now. many times i could remove the brace, and give me just enough room to remove the screws and work fender out. course and r&r of the wheel isnt that hard. but if i didnt have to, id rather not.
