Long build, lots of problems

So I've been working on my bike for awhile now. This site has been amazing help. So let me explain so far...

I have an '07 F, broke a piston in Jan. of last year. Bought a new engine, didn't work. Got a new engine, '97 about 2 months ago. Good compression and seals. Swapped out the firing sensor on the engine. Checked the timing. Bypassed the Kill Switch and the Clutch sensor. New spark plugs and coils. Cleaned and rebuilt the carbs. Current problem is that there is no fuel going to the engine and now there is no clicking when I try to start (side stand is up). I have no idea what to do next.

Do lights come on? If not...
1. Battery
2. Fuse (the hidden one, not the spare which is out in the open)

If those OK, check for a signal to the starter relay. Use your meter to see if the button tries to fire it. If not, then trace wiring. Break at the right control or clutch switch.

Clutch safety switch is in series with the start button. Check switch and trace the wires.

The wiring diagram and a meter are your best friends in tracing electrical problems. Wires are color coded which makes it like following a road map.

The lights do come on. The battery is fully charged and the fuse is good. So I tried:

Traced the wires, signal is still getting to the Starter solenoid.

Is that the starter relay? I checked the wiring to the solenoid (I think) on top of the crank case under the black cover (the black wire from the starter solenoid) and signal is reaching it.

The firing sensors on the side of the engine are still getting current too.

OK. So +12 is going to the starter motor when you press START? If so, then the starter relay should be clicking. That's what sends power to the starter motor.

Do you gave the main ground wire connected to the motor? all electricals are grounded by wires. The motor and starter motor is grounded through the frame. Everything could appear to work but the starter won't go if the ground wire is not connected to the motor.

I'm not getting 12V into the starter, its only about 1. The multimeter is giving tone when testing the connection though.
