So, because of the damage on my bike from the thief, I don't know if I'm supposed to be able to turn my steering farther in one direction than the other.

Basically, as of now, the steering turns farther to the right than it does to the left, because the guy screwed up the turn stop on the right side (I have no idea why).
Idk if it should he able to turn farther or not.

The steering stem is damaged. The turn stop should be symetrical. It is bent to the right and has distorted thesteering tube, too.
You shoud be able to get a skilled person to correctly hammer it back so the steering stem is back to round.
the critical thing is that the steering bearing collars are still round.

They may need to force in a mandrel to insure the bearing collar stays round while the frame tube is hammered back to round.
