It is possible - I have a MotoBags Magnetic Tankbag on my naked SV and it shifts significantly at speeds above 50mph if it isn't set perfectly.  I use the safety straps and have seen the bag lift to a point where it shouldn't be lifting - and all the magnets were in the right direction.  I had a very cheapie tank bag fly off the tank @ 35mph and hit me in the chest.  I quickly leaned forward to be on the tank and pulled over so I could attach the safety straps.
I know many others who haven't had trouble - I think much of it comes down to the quality of the tank bag.  Get a decent bag and you should be OK.  Even then, I would suggest using the safety strap.

fuzzymemory is right, and I should have qualified my "No." answer.

It all comes down to the magnet strength and placement, I think.  The first Tourmaster 12-liter "magbag" that I bought clamps onto the gas tank with greater strength than an identical one that I bought later.

I finally got to see one of the Ocelot lookalikes.  It has more magnets than the Tourmaster, but they are smaller and (individually) weaker.  I know that the owner hasn't had any problems, but then he has a good-sized windshield in front of it.

Speaking as the owner of said ocelot tankbag, here are a few things to consider:

Too little weight inside, with the exansion unzipped, tends to cause it to shift a little, even with the windshield,

Keep it tight when it's not full, it's not bad.

If you have a windshield that would block any of the wind across the tank, you're probably good...  I've ridden 80mph w/out even having the flaps down and not had it budge at all.

Great news! I just saved a bundle on car insurance by switching to a motorcycle!

My GS came with a Suzuki-branded mag bag. The magnets are so strong, it almost requires "Governator" biceps to pull it off.

i bought the tank bag from held from newenough for 32 dollars...i'll see how it holds up...hopefully it'll be good enough...cuz i don't think it has any strap support that comes with it

I had a magnetic Chase Harper tank bag and it never once even shifted a fraction of an inch, much less theatened to fly off.  Even at top speed without a screen.

I got one toward the end of last year and rode at superhighway speed and in the twisties and had no problem....one of the best things I ever got.

Same here but it's a TourMaster bag and I use it without straps. Never moved except that one time I forgot to put the mag flaps out and bag was just sitting on my tank...

I've loaded my Oxford bag pretty heavily and no sign of movement, brilliant piece of kit with loads of bits and bobs supplied as standard.
