shim bucket stuck?

Hey guys

I'm trying to adjust my valves, and my right exhaust shim needs to be replaced, but the bucket for the shim wont spin freely or actually at all. Is there any way to have it spin so i can get the shim out?

Are you depressing the bucket enough to relieve the pressure from the shim?  They will get super tight sometimes and are difficult to get out.  The motion pro valve shim tool really makes life alot easier when swapping shims.
