That really sucks I hate dealing with people like that.

If it makes you feel any better I got ripped off for over $700 by RAM RACEWARES of OHIO, in a very similar, "uh... just a little longer, uh... I forgot... uh excuse excuse excuse".

I think there are a couple of approaches:  pay with postal money order, since the post office takes that pretty seriously, and has investigators just for this.  

The other approach is to pay with credit card, when possible.  Then, if you never receive the merchandise, you pay off your entire credit card balance EXCEPT for the amount which was paid to the rip-off artist.  Then you notify your credit card company that you have a dispute with the vendor, and tried to resolve it in good faith but have failed.  You request that the credit card company investigate, and notify them that you will pay-off the final amount when you have received the merchandise.  Note that it illegal for a mail-order company to charge your credit card until the goods have been mailed, so if you have received nothing, then you're on solid ground.  The credit card company will then contact the vendor and work it out.  If the vendor doesn't play ball, then they risk losing their ability to accept VISA or MC as a payment method, so generally they are more cooperative.

The hard cases are when a vendor sends you the wrong thing, and claims that it is what you ordered (for example, you order GS500 carbs, then some Vulcan 750 carbs arrive at your house, then the vendor claims that you asked for Vulcan 750 carbs over the phone, and they don't take returns.  This is tough, unless you are paranoid-enough to tape your phone calls.

My rule of thumb is to pay with credit card when possible, and to use a credit card that I can pay-off if necessary; and to use postal mail-order otherwise.
