The top arrow I don't know what it is and the bottom circle is where it looks like an oil leak. If you can please help me

You mean the fitting for the tachometer cable?
If you have an electronic tachometer, plug it up.

Oil leak may be from the oil filter cap.

It's were your tacho cable goes.

I guess the bigger question is does your tach work?
