89 GS wont start

ok bike wont start. 

89GS500

- Valves all adjusted
- Carbs cleaned 3 times now
- new mikuni jets, stock and suggested jets for stock pipe and air cleaner. 
- current jetting is stock, air screws 2.5 from bottomed
- float height is set at float bowl gasket level
- floats and seats are brand new
- Both cylinders are getting spark when I ground the plug to the side of the motor
- bike has been rewired to have no key or side stand safety switch
-  Bike has run before on this wiring configuration
- vacuum petcock has been removed
- single gravity petcock straight from tank to carb
- vacuum ports all capped off
- Tried three different cdi boxes

-  After cranking plugs will either be sooty or wet.  Also getting intermittent backfiring through carbs and exhaust

What could be the issue haha?
