Throttle cable/tubing question

Can a old throttle cable cause bogging down? Someone mentioned that it might cause burping throttle

No, your throttle cable should snap back freely though.
Bogging is typically. Caused incorrect fuel mixture.

My carbs mixture screws are 3 turns out like they should be. What are the other things that can cause a bad fuel mixture? Just to eliminate them one by one

I don't have an inline fuel filter. I know the method for checking float level but I don't know the way to correctly fix them if they're too high or too low. And I added seafoam to my gas before I put it up for the winter. Could the gas still go bad?

Yes it can; more so the fuel in the float bowls.  Generally the fuel in the tank lasts longer, so you can try draining the float bowls to get fuel from the tank into the system.

Have you changed the filter, exhaust, or carb jetting?

uni foam air filter,  rejetted to 125/40/ 1 washer still sporting the stock exhaust
