Carburetor help

I'm new to motorcycles and I just bought a 1992 Suzuki GS500e. The bike is not in the best condion but I only need the motor for a project I'm working on. When I bought it, the guy showed me it ran, not very well but it did. I got it home and cleaned the carbs out since the gas in the tank was horrible. Put it back together and now it won't start for me. I have a new battery and new oil. I'm about to get some new spark plugs as well. It will run when I put starting fluid in the intake. I may have messed with some of the idle and syncing screws so maybe that's my problem. I apologize for the long post but any and all suggestions will be appreciated.

First thing to do is pull the incoming fuel line off the carbs. If no fuel comes out, turn the petcock to prime. If still no fuel, your petcock (either the one in the tank or the frame mounted selector) is clogged.

If fuel comes out on prime, try setting the petcock to on or reserve, crank the engine a bit, and if no fuel comes out, you may have either a vacuum leak, or a torn diaphram in the petcock.

Now, if you have fuel on all three settings, but it still wont run, one or both of the carbs probably has a stuck float needle. The gs will run on one cylinder though, so chances are its the petcock, not both floats.
