Help needed identifying this part

I was looking at the diagram Joe posted and now I'm wondering just how that part has fallen off. Its bolted onto the side rails yet there is now breakage in the part for it to have come off. The bolts are still on the side rails.

Well they forgot to bolt it back in, and in case they ever took the thing apart they wanted to put it back in so they put it in the tool kit area... and when your bike yeilded to gravity, this part realized it was its best shot at freedom and made off...
