Engine idles fine but sticks at high rpm with throttle

I apologize if this has been answered elsewhere, but searching isn't coming up with anything. I recently bought a 96 GS500E from a friend that had been driving to and from work with no issues.

The bike sat for about two weeks before I got my license, and was very difficult to start. After getting it to crank, the bike ran ok but would rev very high at random.

I pulled apart the carbs following some of the (very helpful!) instructions posted here and cleaned all the passages as thoroughly as I could. Afterwards, the engine cranked and ran with a steady idle and drove with no issues as far as I could see.

Now, about a week later, after cranking the engine sits and idles at 1000-1100 RPM with very little fluctuation, but if I touch the throttle it will rev up to around 5,000 and won't come back down until I hit the kill switch.

After inspecting the cables on the carbs, it doesn't look like the throttle cable is sticking. I've also tried spraying WD-40 around the air intake portions of the carbs to see if I could find a vacuum issue.

Thank you for your time!

(As a side note, should the air hoses from the airbox to the carb intake be this hard to put on?  >:( )
