What the heck is this and is it causing my carb problems!?

If the screw is viable spinning, the spring is not putting tension on it, pull it and try stretching it some so that it makes contact with the washer inside and the mixture screw itself.
'93 gs500 w/ Red Oxide primer paint job. Hasn't been on the road in years but wrenching on it is my escape.

Quick update, hasn't stopped raining here so progress has been slow, carbs have been rebuilt, all seals and o-rings changed, float heights set, have stretched springs on mix screws to try and stop movement and have had the bike out on the road somewhat successfully...

Bike performs much better than stock, and idles normally, but floods when pulling away from a stop, forcing me to pull over and rev it until it returns to normal :(

Thankfully now I've only got the one issue, there's plenty here for me to scour through :)
