What are the chances new air filter solves sputtering at high speeds?

Recently I have observed a sputtering at high throttle driveability issue. Once or twice I have heard combustion in exhaust on deceleration afterwards. I don't know about fuel smell in exhaust because it happens at speed.
I have a very mild overjet on 2 circuit carbs and stock air box. An old filter.
I have a new filter to put in. It's UNI foam type which is in spec for my jets and stock exhaust (you all know the wiki I'm referring to).
So...
Should I expect the presumably rich mix sputtering to go away?
My thinking is the slow flow of air combined with lower pressures in the intake is pulling both more fuel and less air.
Obviously I'm going to replace the air filter and find out; so its not an urgent question. Unless you have other suggestions about the dirveability issue. It feels like fuel starving; but I know I'm good there with fresh lines, and tested all petcock switch modes.

mine sputtered with a non genuine filter causing it to go rich

installed a genuine one and its all good again

When my jets were too big my bike would slow down at wide-open-throttle.  Good luck, let us know what the solution is.
