Having trouble tightening the headlamp bolts. Any clues?

Just put a givi windshield on but I can't get the two side bolts as tight as I'd like because the nut on the inside just pivots with the bolt. I can't do it with the housing open because the windshield needs to be in position.

Is there some trick I can use to somehow hold the nut on the inside so I can tighten the bolt from the outside?

I've never had to do this and now i'm unfamiliar with the buckets setup but the only thing i can think of(without welding) is to remove the nuts and place a DECENT glue(eg,JB Weld) on the bottom of the nuts(and possibly the sides,NOWHERE near the threads/toilet paper inside the threads) then tighten.
Let the glue dry for the appropriate time then remove paper.
Assemble the bucket as normal,it should tighten-up much more than before...assemble Givi.

Small split washer under the nuts? Or one of those funny looking washer things... looks like a little metal sunflower kinda?

here's the problem the nut backs up to a thick plastic washer then a big rubber washer.

I can't envisions a place to weld yet, and it looks like a claw washer will just make the plastic washer spin with the nut.

Here's a not very good photo that might help. The bracket on the givi slips between the outside of the housing and rubber grommet, and the bracket that holds the housing, so it needs to be loose enough to slip in after the headlamp is all closed up.

EDIT: oh wait, it appears the nut back onto an inner bracket, so should I whack a claw washer or weld to hold the nut to the bracket then?
