Oil Change and Carb clean is part of the plan already. I'm hoping that is all that is needed. This "dunking" you describe, I assume it is something beyond the normal disassembly, carb cleaner, reassembly, no?

Yea, it's great to have 2 bikes and all winter to work on this. The old one runs great and if I find a window with good weather it fires up and answers the call. My GF wants to take a refresher course before riding, and those aren't offered until spring anyway. I'm lacking motivation right now though because it isn't a heated garage. I'll have to do something about that if I want to get anything done between now and spring.

I also found it won't run with the petcock turned "on" only when it is on "Res." When i do the carb, I'll check for blockages in the fuel lines and make sure they're hooked up correctly.
