Dim tail light!

Hey guys,
I'm having a fun issue with the GS that I'm hoping someone knows the answer for.
My rear running light is running so dim you can barely see it, I took the cover off and when it's just the tail light, it's running at 5.8V, when I engaged the brake, it ups to 8v. I checked the ground too with the multimeter so that was my theory out of the window!!
Has anyone had this issue?
