Getting the choke off

So I started a handlebar replacement, my first time doing one, and I'm in a bit of a pickle. Everything was coming off nice and clean. But then I got to the choke switch, and oh damn. I have no idea how to get this thing off. It's one solid piece all the way around, and I'm a little nervous undoing the connection between the lever and the cable.

Any advice?

Take a closer look?  pretty sure there should be a recessed screw that splits that ring in half

Thanks - I'll take a look! Decided to just fix the issue with the handlebars that made me want to replace them in the first place, but I'm sure I'll get the itch to replace the nasty-looking bars I have now at some point in the future.
