Clutch won't disengage

Clutch was functioning correctly (recently purchased bike), however engaged at the very end of the lever travel. PO said he installed a new clutch; don't know about that. Read a bunch of posts on here and figured I would do a 3 point setup to sort it out. Loosened cable at top 2 adjustments and set the screw at 1/4; 1/2; 1 and 2 turns out and then adjusted top of case and lever to get good feel and will not disengage clutch enough to turn rear wheel when in gear with clutch pulled in at any of the settings. Assume it's not pushing the bar in enough to release clutch, but even with screw all the way in can't turn back wheel.  Pulled case cover and cleaned up (not real bad just some old grease) ; relubed push bar everything appears to be working correctly. I'm frustrated and out of ideas. Any suggestions?

Bottom screw set to 1/4 with cable loose, then adjust cable as needed is how you get the most clutch release for clutch  :thumb:

EDIT: Even when set correctly you will always have trouble turning rear wheel.
