Dripping fuel from vacuum. only a few drops

Hello people. just went to my mums garage just to give the bike a quick start. Last drove it friday just gone. pulled it out and noticed drips from the vaccum line at the bottom. Normally about 10 drips then stops when the bike is started. Also starts but slightly struggles. is this normal. garage smells of fuel as well. HELP. IS SOMTHING WRONG WITH IT

Some told me to tap the carbs with a screw driver end as the floats are stuck open. another told me my fuel tap is messed. any help please

What setting is the frame petcock set to?
