Chain play (how does 3/4" sound?)

anyone know off hand the amount of freeplay in a properly tightened chain?  Pretty sure mine's not been tightend yet (it's a '96...) cause it flops around quite a bit.  My nighthawk spec'd 3/4" movement as correct...and I'm guessing this is about right for this bike too.  And what's up with the safety bolts?  Granted I don't want my back wheel flying off, but I thought that was a race bike thing?  I actually questioned the guy I bought it from if it had been raced, but then I checked out some other GS's and I guess they just come stock that way... Better safe than splattered, I guess.... ;)
