Fort Campbell, KY is HQ for the 101st Airborne which recently rotated back to the states from the Shiite-hole (aka Iraq).  The guy might have made an impulse purchase after getting back and thought better of it after he dropped it.  It appears the fairing is a little crooked after seeing the shot from the rear.
