Sticky Clutch Control & Loping Engine

Looked at a used bike (GS500E) today and the Clutch Control would stick, i.e. it didn't travel (without being pushed) all the way back out (about half way).  This a cable issue (bad), a maintenance issue (lube, setting) or something else?

Also, the engine lopes at rest (from 0 - 3000rpm).  I think it's because old gas was in the tank (several months old in warm weather).  Something else?

Sounds like the clutch cable just needs to be adjusted and lubed. Does the clutch fully engage or slip?

Since is was sitting, there could be water in the gas. Also, any rust or crap in the tank could be clogging the carbs. A good carb cleaning would help. Does not sound like anything major.
Common sense in not very common.
