Starer Relay Problems

For the life of me, I cannot figure out why the starter relay isn't functioning correctly. I just finished installing an engine, and when I went to start it, it fired up. However, when I attempted to start it a second time, it wouldn't start. There is no click coming from the starter relay. All that will happen is the lights will dim when I press the starter switch. I have gone through every safety switch on the bike and they are all functioning correctly. So, I replaced the starter relay, but that didn't work either. I can bypass the relay and the starter motor will spin, but the relay itself is not working. Additionally, if power is supplied directly to the relay, it will click, but it won't click when the starter switch is used.

Sounds like the battery is low.

There is enough resistance in the switch wiring that if the battery is low it will not be sufficient to energize the relay.
