i unscrewed the drain screw on the carbs to let the gas run out...on one side it will leak and stops...the other will just keep on leaking out....
does that mean that one side of my carbs have a stuck float??...and does this mean that i have to take the float bowls apart to put the needle back in?

If you put the remote petcock on PRI without turning the tank petcock OFF, your carbs should drain until the tank is empty.
I'm more worried about the carb that STOPPED draining. :o

If the petcock is set to reserve, then the fuel supply should be shut-off at the petcock when the engine is stopped (I assume your engine is stopped). There should be no fuel running to either carb. So both carbs should drain fully, and stop.
It doesn't make sense to me, how one carb could keep draining, even though the petcock is on RES and the engine is stopped.

Same here. If the petcock was on RES -- you didn't mention the petock position initially, so I guessed it was PRI -- then maybe you DO have a stuck float valve.
How long did you let it drain? If it's really stuck open, I wonder why it hasn't drained into your airbox and all over the ground...? :dunno:
Tap the floatbowl with the handle of a screwdriver to loosen up the float needle.
