That is the ignition rotor, and plate... and pick up points... AKA Crank trigger.

Yeah, and to keep it running. It tells the "black box" when the crank passes a certain point, so it can time the impulses to the spark plugs.

i dropped it on my right side a long time ago...but my bike is having problems starting...so i was just wondering what it could be...
#4 is the ignition advancer. If anything in there is bent or broken, you will have problems with it starting and running.
