Title: Issues starting in the cold - if in DC, I'll pay you to fix

I know this issue has been discussed in depth, and my searches for 'cold' and 'morning' have been helpful but not entirely so. My 00' has no problems save for starting issues. In the warm weather, it is almost never an issue, but as of late it's been chilly and for the last 2 days the engine won't turn over. It is definitely not a starter/battery issue.

So I gather it's carbs and/or rejetting and/or plugs? I live in the District and while I am happy to do this work myself, this is my first bike, my free time is limited and I'd rather just pay someone $100 to fix the problem.

So, can I clean my carbs without removing the tank, etc? If you're in the DC area and are willing to help me out, I'd be much appreciated. Otherwise advice on how to solve this problem is most welcome. Thanks.
