Are the 1989 forks and the later forks the same length and they just changed the triples?

Yes. I have an 89 with left fork from a later year (forgot which--95, 96?). The later year fork might have a slightly thicker top fork cap made of aluminum, but it should mostly be cosmetic. My 89 caps are steel and they rust like there is no tomorrow.
I am not certain about this, but I think some newer models might use different springs.

I have an '89 that is starting to show a few marks on the forks and I want to swap the internal legs and still use my clip-ons. I didn't want to tear it apart to find that the lengths are different.

That's exactly what I did with my left fork for the same reason (tired of replacing fork seals every few months). Just swapped in the inner tube.
Working great for 1+ year now! :cheers:
