Will the plastic inner (rear) fender from a 04/05 GS fit my '95

Do I ave to sand it all the way down to bare metal or can I just roughen it up?  I'm thinking of flat black to compliment my white rims.

OK an 01+ rear fender is somehow different from a 89-00 ... I have an 01 and an 04 ... can compare to my 89 when I visit it later tonight ...
That fender also is near about the slipperiest thing I have seen ... doubt paint will stick to it ... BTW its plastic not metal ...

Sorry, I wasn't as clear as I would have liked...I was talking about painting the tank, front mudguard and rear tail section, not the fender.   :)
