I'll bet that there is enough of that bolt left to thread two nuts onto, lock them together, and wrench on the inside one until that stud comes right out. Drilling = last resort.

Nope, it's not pressed in. I did a Search for "oil filter stud" and got a manageable set of results. One of the oldest threads seemed to cover the topic the best:

Wow, I broke the same part on Friday, glad I'm not the only one. I picked up a new stud (HAHA that sounds weird) for only 1.19 so I'm not too pissed about it. BTW, I haven't got mine out yet, but please elaborate when you say put two nuts together (also sounds weird) on it to get it out, I'm a bit confused.
I think the idea is to thread one on, then another; hold the outermost one in place to hold the stud in place, then use the other (tightening, go right) to screw the stud out. I bet you could do it with one, now that I conceptualize it...
Pulling a stud out by the nuts while screwing - this thread is getting odder by the minute.
ok the idea is to lock the two nuts together on the stud, and then turn the whole ass. out. it works better if after you lock them together you turn on the inner one.
I had enough left-over to grab it with vice-grips... Plus, I didn't have any nuts lying around that would fit... Wasn't hard really... Just took a little patience and care. Just make sure you don't scratch anything up while you're in there.
I was close to trucking the bike to the shop... Probably would have cost me $80! :o Not to mention the favor of borrowing the truck.

joefromsf came up with. It should help you visualize what's going on. (He added a washer, but you won't need it. You probably won't have room for one anyway.)
Think about using a wrench to try to remove the inner nut from the bolt in the picture. The outer nut won't turn, so the entire bolt has to.
