I can't figure it out, but I think it has to do with the carbs... The throttle cable isn't stuck open and the RPM's sit at about 4 K when I start to decel... Sometimes even after I stop and think I've got the RPM's down finally they jump up as soon as I pull the clutch in...

you are running lean.
Check your idle screw, but most likely your running lean.
For now are there anyways I can make it run richer without rejetting?

big idle srew on the bottom of the carbs. Turn it and set your idle rpm after the engine is completely warmed up 15 min of riding. After you set it at the proper warm-up temp don't touch it again.

Yea its that knob under the carbs i messed with it and i reved up the bike and it stayed at 4000rpm for a long time until I adjusted it again.
