Unless you can open outlook on that drive your pretty much screwed...
The files are in a data format that can only be opened when outlook is open. If you are able to open outlook on the drive you can back them up on the new drive and open them up.....if not then it is pretty much gone. You could always call Microsoft and pay a per minute charge and they might have some info for you....for the most part they are gone......sorry to tell you this....
I work in an I.T. dept....I've seen this many times....and have never been able to find a solution to this....

Outlook Express keeps email in files called *.dbx.  If you move the files from the old drive's OE folder to the OE folder on the new drive, you get your email back when you open OE on the new drive.  The default location is [drive]:\Documents and Settings\[user]\Local Settings\Application Data\Identities\[number string]\Microsoft\Outlook Express

Local Settings is a hidden folder.

beat me to it Roadstergal.  There is also a recovery tool that works pretty good and is free.  http://www.oemailrecovery.com/outlook-express-recovery.html.  Good luck

If it's Outlook and not express, you'll want to look for outlook.pst

Those options do work but not all of the time....It really depends on how bad the old drive is and if you can access any files from it. If you can like I was saying in my post you would be able to move them....if not...then your toast....I hope your able to recover them. Loosing important files on a hard drive really sucks.
