I haven't read the entire thing, but I would take that entire article with a large grain of salt. From just the first couple of screens it's obvious the author has an axe to grind. He (or she) doesn't seem to cite sources where all these wacky numbers come from. And this sentence:

just reeks of subjectivity.

good reading. i agree that he seems to have an axe to grind, and that he injects too much criticism of the government/etc in with the motorcycle analysis. i also don't agree with his downplaying the effect of riding a motorcycle while under the influence (doesn't the hurt report say something about this?). still, very very useful especially for a noob like me.

If you like that information you should read "Proficient Motorcycling" by David L. Hough. It has lots of very useful information while stating sources and without saying government every other sentence.
His axe seems to be that drinking and riding is an insignificant risk factor; but understanding countersteering could reduce riding accidents by "virtually 100%". He does go on to show many of examples of good technique, but I don't think you need to understand countersteering to use it; in emergency situations, nobody has time to think "Yow, I've got to turn left... better turn the bars right!".
