I think Pastrami used to have it as her avatar a long time ago? Correct me if I'm wrong (usually am).
This picture has been used as an avatar on every motorcycle site I've been to in the last 4 years. I'm sure the original owner couldn't be found. Its just one of those classic and well-loved pictures by all motorcycle enthousiasts.

I wouldn't doubt it. Looking at the stature of the "rider" as well as the background people, it certainly makes sense.
