I've been moderately happy with godaddy.  I've never used their hosting or anything like that, just domain forwarding and registration.

I've been pretty happy with godaddy.com.  I've never used anything but their domain registration and forwarding...but it's gone pretty well.

cheapestregistry.com offer complete control over the DNS of your domain. You can do fdorwarding and they cost like $8.96 per year (per domain).
Another cheap one (have 3 domains there) is 1and1. The charge like $5.95 per domain and have a bit more control over your domain and offer whois secure protection for free.
