I've seen powdecoated wheels that look like chrome. It isn't quite as shiney as chrome but it's much cheaper and much more durrable and easier to take care or. Look on the internet or phone book under coatings or custom car shops. Getting chrome done is hard to find and expensive because of all the harsh chemicals used and the more stringent environmental laws.

To get powdercoating, you need to sandblast the wheels, then they apply the coating and bake it on. Usually the shop can do the sandblasting, but you may want to sand the rough cast spokes down to get a smooth finish first. You'll also probally need to remove/replace the bearings since the oven will melt the seals.

Of course, you could just polish the things yourself. If you only do the outer rim it shouldn't be too bad, but the spokes need to be sanded smooth first if you want to do the whole thing which would be a real pain. On the smooth part, just spray some paint stripper on, wipe it off, and go to town with a polishing wheel and some compound.
