My brand new chain is too loose (2" slack) when tighened as much as possible!!
I just switched sprockets and made the front a 15 tooth.
Before that the tire was pretty far back.
I would think that with a new chain the tire should be most of the way forward to allow for stretching and tightening.
Is it too big maybe? should I cut off a few links and see what happens?

Count the links first, there should be 110. If more than 110, cut to 110 total links including the connecting link. Check number of teeth on sprockets too, rear should be 39T.
I never had any adjusting problems with a 15T front sprocket with a new or worn out 110 link chain.
I just got done installing a 15t front, 39t rear, and 110 link chain this weekend. When I adjusted it to the proper amount of slack the adjusters are just slightly past halfway. I'd prefer to have more room for adjustment, but it should be ok. Something is definitely wrong if you're all the way to the end. I'd follow gsJack's suggestion and check to make sure it was a 110 link chain.

I got 112! I'm counting the pin like things right?
can I go 108 to bring the wheel closer to the front or does it have to be 110?

I'm going to have to defer to an expert on that. My best guess is that 108 is going to be too short. With 110 I'm about halfway through the adjusters. If you can't even get it adjusted properly with the adjusters at the stop with a 112 I'm going to guess that a 108 won't give you enough length even with the adjusters all the way forward. I'd wait for a second opinion though. I'm just guessing here.
I'm guessing too, but I think 108 will be too short. I would stay with the 110. It is tried and true to work.
If nothing else, try 110, if that's still way too long, then you can cut it down to 108. If you try 108, you won't be able to go back up to 110 without getting a new chain
